[Mailman-i18n] Changing the default language

Hi,

I'm sorry to ask a question like this in this list, but there's no 
information about it on the website. At http://www.list.org/i18n.html
it says that Mailman can be set to different languages, such as German. 
Unfortunately, there's absolutely no hint how this can be done. Can 
anybody tell me how to achieve this or where to find documentation about 
it, please?
