[Mailman-i18n] Chinese in mailman 2.1-5

Hi,

I think Chinese translantions are not updated for long time.
Please read README-I18N.en if you are going to contribute.
I think also that gb and big5 is not standard language name.
(zh_CN and zh_TW ?) I hope you can correct these as a native
chinese speaker.
