Please have a look at

It appears that messages are currently available for:

cs, de, es, fr, hu, it, ja, no, and zh(big5)

Likewise, the templates are available in

http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/mailman/mailman/templates/

which adds en and zh(gb) to this list. So it appears that neither
Portuguese nor Brasilian Portuguese are currently available.
