Well, both are just ways of sorting messages into sets, rather than categories. By definition (using the usual mathematical definition), categories don't overlap but sets may, so objects may be in only one category, but may be in several sets. So, yes, keywords, tags and hashtags are pretty much the same thing. 

And, it turns out that the Keywords: header is already defined in RFC5322:

3.6.5.  Informational Fields

keywords        =   "Keywords:" phrase *("," phrase) CRLF

The "Keywords:" field contains a comma-
   separated list of important words and phrases that might be useful
   for the recipient.

There's also a "Comments:" field defined, apparently.
