[Mailman-Developers] Non members Still post on member only List

"Action to take for postings from non-members for which no explicit
action is defined"=Hold, and All rules for Non-members are Blank, But
still non-members mails are post without Approval. Below is the mail
header which is Posted without approval on member only list.
