Summary: clear out list archives

Initial Comment:
On occasion it may be desirable for a lists
administrator to empty out the current list archives. 
For example, if a professor uses the same mailinglist
(named after the course number) for one of her classes,
she will want to clear out the list archives at the
beginning of each semester or move them to a different
location.  While this is similar to creating a
different archive-volume, it is a different functionality.

It would be nice if this functionality was available
through the list-administrators web-frontend.
