Summary: Mailman converting = to =3D

Initial Comment:
We have a page allowing a user to submit thier email to 
subscribe to lists.  The text sent is subscribe nodigest 
address=jakerose@yahoo.com.  However, the coomand 
being processed by mailman is subscribe nodigest 
address=3Djakerose@yahoo.com, where the = is 
converted to =3D.  ANy ideas?

It's likely something else in your tool chain (probably your
MTA) is doing the quoted-printable conversion.  Mailman
won't do that.
