I'm not sure what's "bogus" and what's not "bogus". If the message arrives
correctly iso-xxx encoded, Mailman should not double-encode it, isn't it?
So let's see it better:
mail test@rezo.net -s'éà' < .toprc
gives, in qfiles/in, the following headers (correct)

Is that correct or bogus ? It's encoded for sure, but seems correct. Does
Mailman re-encode it? Let's see... bin/qrunner -r IncomingRunner -o
In qfiles/out/ I find the bogus double-encoded thing in a pck file :
