[Mailman-Developers] Language selection in 2.1

Just CVSed to latest and installed a test machine.  I only seem to get
'en' showing up in the various web-interface dropdown boxes for available
languages or GUI-page translations.  Is there some manual step to enable
other languages, or should it be automagic?  The code seems to be enumerating
directories, and I seem to have multiple dirs under messages/ at least;
anyone know a trick, or should I keep diagnosing?
