[Mailman-Developers] [please heklp!!]cannot list public lists from listinfo , can from admin

I know this has been asked on this list before but I think I have a new 
twist which I cant figure out.

I have created a public list, which  is listed fine under /admin, but does 
not appear under /listinfo. I get the :

"There currently are no publicly-advertised mailman mailing lists" message.

I believe I have folloed the INSTALL instrctions correctly for mailman and 
apache.

Can anyone help me out?
