[Mailman-Developers] what happens after writing to qfiles?

Hi,

since a few weeks i am exploring mails not proceeded by mailman after
upgrades to rc1 or even on servers with a new fresh installation.

Since it seems you could not help me till today i want to ask you what
happens after mailman wrote the two files to qfiles when it gets a
confirmation message? How are they proceeded?

concretly: what happens after this is done?
