Sorry, I don't have time to follow c.l.py very closely.  But yup, SF
is a web-only thing AFAIK.  It has some problems, and it can be slow
at times, but their bug manager is much better than Jitterbug, and
their patch manager is much better than my bloated inbox. :)

But I think I see where you're headed!  Yes, if SF doesn't work for
you for whatever reason (e.g. you don't have reliable web access),
then it's fine to submit patches and bug reports to -developers.
It'll be up to myself and others on this list to migrate them into
SF.
