The latter.  Look at the mess that pipermail got Mailman into.  It became
an unsupported package, then people wanted to integrate something bigger and
better but couldn't...  Ultimately things changed to use built-in 
functionality (pipermail) but remain configurable enough to specify
one's own external archiver...

Mailman/Zope interoperability should probably follow the same guidelines.
