I must confess that this caught me by surprise when I first saw it,
too, but I've never gotten round to try changing it.  Ideally we
shouldn't tempt Murphy by saving non-config data in config.db, so I
guess this is one more to be fixed post 1.0.

I guess it was put there because "it's convenient" and/or "it works" :)
