[Mailman-Developers] is restricted unsubscribe possible?

I think I failed to see how can I make a list set up so that its members
cannot unsubscribe without owner's approval? (Or does "approval for subscribe"
setting cover unsub messages as well?)

I would like to use a list as our 'problem notification' service but I don't
want to see clueless idiots, erm, I mean, windows users :) playing with
subscriptions at all. It should be act just like a 'glorified alias file'
(but much easier to handle).
