Did you do a fresh install, or were you upgrading from some previous
version?  Did the permission checks that Stu and Victoriano suggested
turn up antyhing?

I ask because the configure script is supposed to ensure that ~mailman 
has the right permissions (including g+s on the directory).  On a
fresh install, that should guarantee the right permissions on all the
subsequent files, as long as you also follow all the installation
instructions.

If this isn't working we need to write more sanity checks.
