Actually, all list names are forced internally to lower case by design.
Then the public display name of the list (aka real_name) is set to the
list name with the initial character upper-cased. This is easily changed
to anything you might want that matches case-insensitively, e.g. FooBar,
FOOBAR, etc., with the first setting on the list's General Options web
admin page.
