First of all, some active list members may have their deliveries
disabled by themselves or the admin and be reading the list via the
archive and may want their reminders and if not, can turn them off.

Thus, not sending reminders based on delivery status only makes sense if
delivery is disabled by bounce, but if delivery is disabled by bounce,
the member will be removed after bounce_you_are_disabled_warnings X
bounce_you_are_disabled_warnings_interval (Default = 3 X 7 = 21) days,
so should never get successive monthly reminders bouncing.

If you see repeated bounces of monthly reminders for the same user, it
is probably a case of a user who has disabled delivery and then
forgotton the list and the address has subsequently died, but as I
explain above, I can't not send the reminder to a user who's delivery is
disabled by user or admin.

In these hopefully rare cases, the sit admin who receives the bounce
needs to remove the user from the list(s).
