It seems to me that any list owner who feels this is important can make
their own list specific listinfo page and, if desired, their own General
Options -> welcome_msg to address this. In fact, it seems to me that the
welcome_msg is the most effective and appropriate place for this.

As far as the list member manual is concerned, I doubt that even 1% of
the members of my lists are aware that it exists even though my list
welcome_msg links to a web document describing list policies and
procedures and linking in turn to the member manual.
