[Bug 827036] [NEW] Pending message requests survive list deletion.

Public bug reported:

If you send an email to a list requiring moderation, then delete the
list and recreate it (via the REST API), that pending message still
exists in the pending requests for that list. It seems like all pending
messages should be discarded when a list is deleted.
