[Bug 632660] [NEW] Errors in interpolation formats in strings can cause shunted messages.

For example, the string "Non members are not allowed to post. Contact
%(listowner) for information." in nonmember_rejection_notice will cause
a non-members post to be shunted rather than rejected.
