Summary: Event driven external scripts

Initial Comment:
It would be very useful to have a mechanism built in 
to Mailman that would run an external script when 
various events occur.

For instance, when a user subscribes or unsubscribes, 
changes e-mail address or any other event that might 
require further processing.

Ideally, this would be a simple configuration 
directive pointing to the script to run on each event.
