Initial Comment:
I want to be able to moderate first posts from
addresses, until eventually marking the poster as ok. 
It is usually the first posts from addresses that are
viruses/spam/off topic/abusive etc.

Yahoo Groups has this feature and it works well.

(My lists are all on SF)
