[IPython-dev] Last call for 0.13.1

Okay, door is officially closed on 0.13.1, and rc3 is here:
http://archive.ipython.org/testing/0.13.1

Unless people report critical installation issues, rc3 will become 0.13.1
Final this weekend.  No new bugfixes will be accepted.
