[IPython-dev] Victims of our own success, change of strategy needed to get 0.12 released...

Based on Thomas' sharp eyes on #1116, it turns out that it depends on my
#1130, which I previously recommended postponing.  I have adjusted #1130 to
be more conservative, so I am no longer concerned about side effects.
 Since #1116 is actually serious and depends on it, we should merge them
both.
