Let's have an informal deadline for the proposals to be sent in?

Just so that it doesn't end up being an endless wait and the people
who're available to take things up can start laying the groundwork.

Since the chatter has already started, I say let's keep the deadline
as Feb 18th? If potential proposals come in by 18th, we can start
discussions around it on 19th. If nothing comes in by 18th, then we
can move ahead with the planning here itself on 19th.
