[Inpycon] PyConIndia 2016 date finalisation

Hey Folks,

The next step if we are to stick to the schedule mentioned above; is date
finalization for PyCon India. So we can book the venue in time.

I personally would suggest we look for  November 12, 13 cause of the
weather, early October is still a bit warm in Delhi/NCR and then there are
all these festivals rest of october.

Looking forward for suggestions and if the date conflicts with exams in
colleges etc
