[Inpycon] Child Care facility @ PyCon India 2015

Lesson learnt: you can't have some random stranger take care of your kids.
A parent or guardian must do this. Requirements change by the child's age
and I only have experience handling a child <1 year, so in that case:

1. A quiet zone for the kid to sleep.
2. Space for the kid to crawl/run around without risk of having an adult
step on them.
3. A couch or mattress so it's soft ground for the kid and allows the
parent to sit there and work.
4. Access to a bathroom with a changing station for diapers. Kids poop.
5. Proximity to the main activities so the parent can still participate in
the event.

Note that none of these require an external agency or involve any expenses
(apart from renting the couch/mattress).
