[Inpycon] Add volunteering page in website

Hi ,
   I was going through pycon volunteering page which provide good
information on role and responsible for different task
https://us.pycon.org/2014/about/volunteers/
   I think it will be good to add similar page in our website which help
all volunteer to understand better.

Thoughts ?
