[Image-SIG] bug in docs for Image.rotate()

Hmmm, the docs say that Image.rotate() has a "filter" keyword arg, but
the code says that it's really "resample".  Note that the docstring in
the code is wrong, too.  This is 1.1.6 I'm looking at.
