[Image-SIG] Bug Report: PIL 1.1.4 for 2.3

PIL 1.1.4 for Python 2.3 (Windows Only) does not work in Windows 2003
server.

The same installation shows that it works in Windows 2000 professional.

The error message shows as follows:
