[Image-SIG] Unable to build from source on cygwin ( PIL 1.1.3)

hi all,
 I am trying to install the PIL 1.1.3 on
cygwin(windows 98) using source distribution. It makes
the files properly in the libimaging directory. But
when i try to run
  python setup.py build 
then it fails with the following error message
