If you really want them, Activestate has a 
Windows binaries for PIL 1.1.3. You can download from:

I don't have an answer to my original question yet, but on the "where to get
1.1.3?" question:

If you're using ActiveState Python 2.2.1, you can use PPM to install PIL
1.1.3. Start PPM from the Start Menu; type "install PIL" at the PPM> prompt;
and it'll take it from there.

Installs nicely into Libs/site-packages/PIL.
