[Image-SIG] PIL and tiff support

Just be careful - it seems that a number of packages and systems out
there claim all sorts of tiff support that they don't actually really
have (at least, not entirely correctly). In particular, fax applications
such as the cisco fax support are _really_ bloody picky.
