[Idle-dev] Python 2.3b1 release

Kurt's been away, but he's back now.

With a release as part of Python 2.3b1, there will be plenty of
extensive testing.  Kurt now has checkin permissions on the Python
project to move the IDLEfork codebase there and fix bugs as they
occur.
