I missed most of this thread, but I think there
could be "marketing" benefits from proper UCS-4.
I suspect a lot of other languages and libraries
will be stuck with clunky workarounds and Python
could be made out to be in the lead. 

That is, for the tiny number of people who care
about these things :-)
