Initial Comment:
In Mozilla we reject XML documents with a version other
than 1.0, which makes sense because Expat doesn't do
1.1 yet. I have a patch, but I don't know if this is
something that would be desired for stock Expat. And
it'd minimise the delta between our copy of Expat and
the stock one :-).
