I can only guess an answer here, but I think it's mainly because all
the docs generation is done but Sphinx[1] and it can't generate a CHM
output file. I don't know even if an open-source CHM generator exists
of it's possible (given the licenses involved in the format), but a
CHM build for sphinx might be really interesting, so if you want to
contribute one.... :)
