What are the chances of being able to pass the full path to a config file
as a command line option?

setup.cfg (3) ... I.e., in the current directory (usually the location of
the setup script).

This, only when running in a script in Travis it may not be obvious what
the current dir is, and being able to point to the desired config file
would be ... desired.
