[Distutils] The PEP 426 defined metadata version will be metadata 3.0

PEP427/Wheel-1.0 has this line:    "5.
 {distribution}-{version}.dist-info/METADATA is Metadata version 1.1 or
greater format metadata."

although it says "version 1.1 or greater", I guess we're saying it
indirectly excludes metadata 2.0, because it's referring to the key/value
"METADATA" file which 2.0 won't have.
