[Distutils] Updated drafts of metadata 2.0 (PEP 426 and PEP 440)

Tip revision of bdist_wheel ( https://bitbucket.org/dholth/wheel/ )
supports this revision of the spec, with the description in a separate
file. It also has better support for representing conditional
dependencies in the metadata.
