[Distutils] zip_safe=False not being respected?

Hi All,

I'm trying to install a package into a Zope INSTANCE_HOME with:

python2.4 setup.py install --home=$INSTANCE_HOME

...however, this is leaving me with an easy-install.pth and a .egg file 
in $INSTANCE_HOME, even though the package has zip_safe=False in its 
setup.py.

What gives?
