[Distutils] PYTHON_EGG_CACHE env setting

Hi, 

 I have some components, that will need to be extracted by 
 the Python eggs runtime (pkg_resources). I understand I  
 can use the PYTHON_EGG_CACHE env setting to specify
a desired loaction for extraction. 

 
However, was wondering if is there a config file setting or 
another mechanism to specify this location. Would need 
 to avoid runtime env settings it my deployment.
