[Distutils] Prepatory snapshot before Distutils 1.1

I haven't tried it (which is a shame) but isn't there the problem that
wininst.exe will not be installed in the distutils/command directory by
setup.py install?

Having said that, IMO there should be a distutils command to do this...
Has someone lying around a command to do this?
