[DB-SIG] PEP 249 Created Date?

The DB-API 2.0 was released on 1999-04-12. However, the
creation process took a few weeks and the much of the
DB-API 2.0 is based on the DB-API 1.0 (PEP 248, which was
developed in 1996):
