[Cython] pyregr test suite

Careful here. It takes a lot of time, yes, but the reason it currently
takes ages is that the Py3k tests have started to hang in the test_tempfile
tests at some point and don't terminate any more. May be a bug in the tests
or a problem on our side, don't know.
