To answer your original question, there's no other clean way to set that
particular framework than the one you mentioned. The only other way is to
change python.jam to not use <framework>$(PYTHON_ROOT)/Python.

OK, more questions for possibly fixing this in the future...

What does your PYTHON_ROOT directory structure look like? (just the
directories)
