It's always possible... but maybe not recommendable.

Two things are most than desired for a successful PyCon, I'd say
they're absolutely needed:

- A striving local community. How is the Python community in Mexico?
Do you know each other? Do you meet regularly? Etc.

- Experience of the organisers in other smaller conferences. What
works really great, to start, is to do PyDays in Universities... being
a PyDay means that is one day, maybe one only track, very good
starting point... and if you do it in an University, you already have
part of the audience.
