[Catalog-sig] Rewrite PyPI for App Engine?

The absolute requirement is that any URLs that PyPI provides must work 
exactly the same way. Primarily, this means
- package pages
- browse interface
- RSS

In addition, a number of features aren't listed yet:
- web registration of users
- web password reset
- OpenID support
