That's just not true. Package owners can respond to comments they
get.

On the other hand, PyPI has grown from its initial scope for many
years, with nobody complaining. First, it got support to host also
files (rather than being a mere index), and it grew support for being
machine-accessible (when it initially was targeted at human users).
More recently, it got support for hosting documentation as well.

For quite some time, an automated rating feature was part of the
installation - the cheesecake index. Users complained that this
was confusing and unusable, and requested to replace it with a
rating+comment machinery. So the "new" feature is really more a
replacement of a feature that had been around for years.
